Challenge
When the COVID-19 pandemic hit Mongolia, the country faced a number of demanding situations to respond to the disease. Given the country’s low population density in a giant territory, delivering an essential physical condition was difficult. There was no disease integral. la surveillance formula, and the laboratory capacity was weak. Since 2010, public spending on fitness has been low, between 6 and 8 percent of overall public spending, which is below 15 percent according to the Abuja Declaration council. Health services were aging, while allowances for maintenance and care were low. Frontline fitness workers, mostly women, faced excessive strain and needed psychosocial support.
Approach
The World Bank’s emergency response task targeted Mongolia’s capacity to respond to the COVID-19 outbreak and national public physical preparedness systems. The assignment provided technical expertise in investments and across sectors, and encouraged collaboration between other ministries, government agencies and local stakeholders. The task provided medical, laboratory and private protective equipment, medical materials and laboratory tests for select hospitals and the World Bank proactively helped the government purchase those materials, ensuring that they were delivered in a timely manner to assist protection physicians. The commission funded the vaccines used in the national vaccination campaign: this led to a much earlier and higher policy of the population compared to the rest of the region, avoiding abundant deaths in future waves. The task involved the United Nations Children’s Fund (UNICEF) to design and build a new energy-efficient vaccine central garage facility with the help of advice from the Energy Sector Management Assistance Programme (ESMAP) in accordance with foreign standards.

Contribution of the banking group
The World Bank’s investment for the allocation consisted of $63. 8 million from the International Development Association (IDA) and $13. 8 million from the International Bank for Reconstruction and Development (IBRD). Funding was also provided through the Pandemic Emergency Finance Fund (PEF) for one million dollars. which purchased private protective equipment, while ESMAP provided advice on electrical power to build the new national central vaccine garage facility.
The commission commissioned UNICEF to design and structure a new central vaccine garage for the government, as well as the procurement and delivery of bloodless chain devices to the country. The new structure was built in 3 months, with the technical assistance of ESMAP, which was vital given the urgency of the response to COVID-19. All vaccination units, even in remote areas, now have bloodless chain devices to safely purchase vaccines during the national vaccination campaign.
Thinking ahead
Ongoing help would be needed for major fitness service providers and improving the capacity of their fitness staff and volunteers.

“I’m grateful to have been fully vaccinated. When I was diagnosed with COVID-19 last summer, I stayed home and recovered without headaches, even though I have underlying threat points and I think it’s all because of vaccines,” Undraa said. Battuvshin, a 65-year-old woman.
