Turkey, Romania and Bulgaria plan to sign an agreement in January on a joint plan to remove floating mines in the Black Sea due to the war in Ukraine, Turkish Defense Minister Yasar Guler said on Saturday after months of negotiations between NATO allies.

The Black Sea states of Turkey, Romania and Bulgaria met with officials from Georgia, Poland and Ukraine in April 2022 to discuss demining after Russia’s invasion of Ukraine.

Speaking to reporters at a meeting in Ankara, Guler said the “Trilateral Initiative” would come for now with Turkey, Romania and Bulgaria, and that his defense ministers planned to hold a signing rite in Istanbul on Jan. 11.

Hungary will veto Bulgaria’s access to the Schengen zone with an EU passport unless it scraps a transit tax on Russian gas, the Hungarian Foreign Ministry said on Saturday.

The veto risk follows Thursday’s agreement among the 27 members of the European Union, excluding Hungary, to start accession negotiations with Ukraine despite its invasion through Russia, sidestepping Prime Minister Viktor Orban’s complaints by forcing him to leave the room.

Orban’s resistance in Brussels has earned him some advantages in Moscow, with whom his nationalist government has maintained normal contact even during the war in Ukraine and which still supplies most of its fuel to landlocked Hungary.

Citing Foreign Minister Peter Szijjarto, the ministry said Hungary had made it clear to Bulgaria that it would veto its accession if the tax on Hungary’s main fuel import remained in place.
