Passengers bound for Dubai must download the Dubai Smart app and those travelling to Abu Dhabi and Sharjah must download the Al Hosn app.
Currently, only passengers with a valid visa can enter the UAE. In the most sensible of that, they also want access permits.
Passengers travelling to Dubai must have a valid apartment visa and approval from the Directorate General of Residence and Foreign Affairs (GDRFA).
Apartment rental holders in Abu Dhabi and Sharjah will need to download access permits or approval from the Federal Identity and Citizenship Authority (ICA). They will need to upload their knowledge to the ICA online page to verify the authenticity of the documents.
On 10 August, India’s ambassador to the United Arab Emirates, Pavan Kapoor, stated that Indian citizens who hold any type of visa can only enter the Arab country, referring to a notification issued through the Ministry of Civil Aviation on 7 August. However, on the thirteenth of August, Air India Express reported that the Government of the United Arab Emirates had revoked the resolution to allow citizens to return without the approval of the ICA or GDRFA.
Indians travelling on tourist visas to Dubai and Sharjah must have a valid passport (minimum valid for six months from the date of arrival) and other similar documents.

Air India Express has stated that airfares once booked will be refundable.
India has negotiated a bilateral air bubble agreement with several countries to help Indians and foreign citizens between the two countries. Under a bilateral air bubble agreement, airlines in any of the countries may operate flight facilities with certain restrictions.
On 18 August, Civil Aviation Minister Hardeep Singh Puri announced that India has bilateral air bubble agreements with seven countries: the United States, the United Kingdom, France, Germany, the United Arab Emirates, Qatar and the Maldives.
It also announced that India negotiates air bubble agreements with thirteen other countries, adding Australia, Italy, Japan, New Zealand, Nigeria, Bahrain, Israel, Kenya, the Philippines, Russia, Singapore, South Korea and Thailand.
“We try to succeed in all stranded citizens. No Indians will be left behind,” the Civil Aviation Minister said.
The Vande Bharat project, a major repatriation plan introduced on May 6 to help stranded Indians return to India. The Vande Bharat project has brought back more than 11.70 Indian lakhs and has carried approximately 1,66,000 passengers since 6 May.
