Toronto’s Homicide Wanted Man Discovered Through U. S. Border Agents Hiding in New York Woods

A man wanted for homicide in Toronto has been arrested by U. S. Border Patrol agents after he was found hiding in a forest in New York state, about 3 kilometres south of the Canada-U. S. border, according to U. S. officials.

Luis Miguel Eucebio-Severino, 29, of Toronto, wanted on a Canada-wide warrant for first-degree murder in the death of Roberto Lowndes, 36, of Kleinburg, Ont. , who was discovered shot to death in a road north of Highway 401, December 9, 2023.

U. S. Customs and Border Protection said an involved citizen called border agents after seeing a man get out of a vehicle and crash into a box near Westville, New York, around 8 a. m. January 12.

During a search for the domain through border agents and a helicopter, Eucebio-Severino was discovered in a nearby forest, the government said.

Border agents said he had no immigration documents or prestige that would allow him to live legally in the United States and took him to the Canada Border Services Agency border crossing in Cornwall, Ontario.

He was in Toronto police custody that night, U. S. officials said.

Toronto police confirmed the arrest.

Homicide Detective Jason Hillier said Eucebio-Severino was picked up at the border by Toronto police officers and charged with first-degree murder and charges related to an attempted carjacking.

The United States described Eucebio-Severino as a citizen of the Dominican Republic.

“It’s incumbent upon citizens to report suspicious activity and this arrest is a wonderful example of that,” said Dustin Judd, patrol officer at Burke Station in Malone, New York. “This case also underscores the importance of foreign cooperation and maintaining strong relationships with our Canadian law enforcement partners. “

On Dec. 9, Toronto police received an early morning call reporting a shooting in the Wilson Avenue and Oakland Avenue area, near the sprawling intersection of highways 401 and 400.

Officers discovered Lowndes on the road and unconscious with gunshot wounds, police said at the time. He was taken to the hospital where he was pronounced dead.

Police publicly announced Eucebio-Severino as a wanted suspect in the case on December 21.
