The widening of the Parwanoo-Solan highway in Himachal crosses Cape Covid, in a position to lose the time limit of the moment

It is expected that the allocation of four lanes on National Highway 22 between Parwanoo and Solan will not meet its extended deadline of September 30, 2020, mainly due to the lack of coordination between the agencies that carry it out.

While the widening of the track aims to shorten the time to Shimla, the paintings progress slowly in the 40 km stretch after colliding with barricades, the last being the shortage of labor in the middle of the Covid-19 pandemic.

“While we have set a new deadline, we hope to complete the paintings by the end of December. The labor shortage caused by the coronavirus crisis has hampered progress,” said the regional leader of the National Roads Authority of India. (NHAI) GSS Sangha.

“There were about 1,200 employees deployed on the project, yet even now, many members of the migrant staff, who went to their home countries amid the pandemic, have returned,” Sangha says.

88% OF THE EXTENT MADE IN STAGE 1

The NHAI had assigned four-lane paintings on the 40 km stretch between the cities of Parwanoo and Solan in Himachal Pradesh to GR Infra Projects Limited, however, the lack of coordination between the agencies delayed the project schedule, which was to be completed through the end of September, even though 88% of the segment’s expansion paints are already completed.

Work on the assignment began on September 21, 2015 and must end on March 21, 2018.But due to obstacles, the next final touch date of the assignment was set for September 30, 2020.

The estimated allocation is 748.7 million rupees for the first stage.

OBSTACLES ALONG THE WAY

The National Green Court (NGT) had stopped felling trees to widen the road, while layers of loose land in spaces where logging had caused landslides, hampering the project.

The delay was coupled with the lack of coordination to unload the authorization of access routes for the 681-meter overflight in Kumarhatti, and the acquisition of land for three hundred meters of land on both sides of the bridge.

Lately, work is under way at the speed of a snail on the road over the 160-meter bridge near the Timber Trail Station road junction.

ONLY 18% OF THE WORK DONE IN STAGE 2

On March 28, 2018, paintings in the moment stretch of the 23 km segment of the assignment between Solan and Kaithlighat hired Airef Engineer Private Limited and Parkash Esphaltings and Toll Highways Limited.

The company began painting in November of that year and is expected to total the millions of rupees of 598 four-lane Rs through May 2021.

So far, 18% of the paintings of the task have been completed.

It is proposed to build a tunnel of 460 meters and an overpass of 368 meters in Kandaghat. But the government has not yet allocated a landfill for the debris extracted for the widening of the road.

Work on the 27.5-meter stretch of road between Kaithlighat and Dhalli was affected after the government terminated the concession agreement in 2019, the hard work agreement was reached with M/s Shiv Valley Highways Limited.

Himachal Pradesh’s government plans to install a device along the road between Parwanoo and Shimla. It is proposed to build grocery shopping malls along the road.

Chief Minister Jai Ram Thakur, who is also part of the public works department, asked NHAI to complete the assignment until the end of the year.
