It is not immediately clear how the new doctrine could be implemented in Russian weapons.

“We obviously share the view of Belarus on the use of tactical nuclear weapons stationed on our territory,” Defense Minister Viktor Khrenin told an assembly of the Belarusian Security Council. “A new bankruptcy has emerged, in which we obviously delineate our allied obligations to our allies. “.
