Morgan noted that the tower is expected to charge about $1 million, of which more than $600,000 will be funded through a state grant. The city will take care of the remaining balance.
The tower, which had a construction schedule starting Thursday, will feature four floors that will allow for live fire training, pipeline advancement, front ventilation and face-to-face roof training.
It will be the first of its kind in Panama City Beach.
