Statement: Government of Canada responds to Auditor General of Canada on ArriveCAN

OTTAWA, ON, Feb. 12, 2024 /PRNewswire/ — The Government of Canada today issued a statement following the release of the Auditor General’s ArriveCAN functionality audit:

“We thank Canada’s Auditor General, Karen Hogan, and her team for their work and welcome the recommendations in today’s report. Combined with review through the Procurement Ombudsman, this report uncovered unacceptable deficiencies in control processes, functions and controls that are taken seriously by the Canada Border Services Agency (CBSA), Public Services and Procurement Canada (PSPC) and Public Health Agency of Canada (PHAC).

Some of the report’s recommendations have already been implemented and the CBSA will take additional steps to ensure that control practices are aligned with policies and processes that are trusted by Canadians.

Some of the moves taken and planned through the CBSA from its Procurement Improvement Plan include:

Establish an Executive Procurement Review Committee to approve contracts and task authorizations, which already provides greater oversight of all contracting activities, with value for money;

requiring employees to disclose all interactions with potential vendors; and

increase the capacity of the CBSA procurement organization to oversee all procurement activities and identify a center of expertise for workers to fully perceive their duties and authorities.

In addition, PSPC will continue all facets of the federal procurement regime and use the findings of this report to improve the way the Government of Canada does business with its suppliers. PSPC has already taken a number of steps, adding the implementation of new measures to ensure responsibilities and outcomes are clearly spelled out in professional facilities contracts, and update policies and guidance documents used by procurement officers to ensure consistency.

PHAC is taking steps to prepare for long-term public health emergencies, adding adaptive equipment to increase construction efficiency, construction emergency control and planning capacity, and establishing contingency agreements with partners and key stakeholders. PHAC will also update its guidance regarding interactions with potential contractors and ensure that the enhanced documentation procedure is consistent with the Treasury Board Directive.

The app was created during normal hours and in case of emergency. ArriveCAN’s knowledge was an integral component of Canada’s surveillance program for the early detection and identification of new COVID-19 variants of concern, and was critical to the federal government’s ability to monitor. assess and respond to COVID-19 as it evolved. The CBSA was operating as temporarily as possible to update a paper-based procedure that did not meet the public’s wishes for suitability and was also impacting the border with long wait times that disrupted the obligation. -Have a flow of other people and goods. Travellers saved significant time by using the app – about five minutes each time they crossed the border, saving hours of wait times. Beyond the context of the COVID-19 pandemic, the app remains available today for travellers who want to make their customs declarations in advance and save time at the border.

Despite those circumstances, we recognize that the deficiencies known through the Auditor General are unacceptable and we are taking steps to ensure that all government departments are better placed to adopt projects of this nature in the future.
