Julian E. Barnes and Eric Schmitt reported from Washington, and Marc Santora from kyiv, Ukraine.

May is a fatal month for the Russian military in Ukraine, with an average of more than 1,000 infantrymen wounded or killed each day, according to American, British and Western intelligence agencies.

But despite its losses, Russia is recruiting between 25,000 and 30,000 new troops a month, about as many as those leaving the battlefield, U. S. officials said. This allowed his army to continue sending wave after wave of troops opposed to Ukrainian defenses. hoping to overwhelm them and break through the trenches.

It’s a sign of war that Russian infantrymen have to go through a meat grinder, and commanders probably don’t realize the fact that they’re sending infantrymen to die.

This technique has proven effective and has allowed the Russian army to achieve victories in Avdiivka and Bakhmut in eastern Ukraine. But Ukrainian and Western officials say the tactic has been less successful this spring, as Russia has attempted to capture land near the city of Kharkiv.

U. S. officials said Russia met a key goal of President Vladimir V. Putin: creating a buffer zone along the border so Ukrainians could enter the country.

But the advance did not threaten Kharkiv and eventually stalled through Ukrainian defenses, according to Western officials.
