The United States rejects Russia’s claim that, by arming Ukraine, it has a direct protagonist in a war aimed at provoking a crushing “strategic defeat” in Moscow. The United States says any negotiations on the war fall under Ukraine’s jurisdiction.

The Russian position, as described by Peskov, is not new. But he told reporters that the list of issues Russia and the United States needed to talk about was growing.
“In general, this discussion is surely very complex,” Peskov said. “This is because disruptions are accumulating and there are many disruptions in the global security architecture. “

From Washington’s perspective, it is Putin who, in the third year of the war in Ukraine, joins the list of security concerns.
This week he visited nuclear-armed North Korea, signed a mutual defense agreement with its leader Kim Jong Un and said he might simply supply Russian weapons to North Korea in reaction to Western arming of Ukraine.
Putin also reiterated Thursday that he plans to review Russian doctrine on the use of nuclear weapons. The new arms treaty that limits the number of strategic nuclear warheads that Russia and the United States can deploy is set to expire in 2026.
