The Egypt Public Expenditure Review (GPR) for Human Development Sectors aims to chronicle the efforts of the Government of Egypt (GOE) to meet its commitment to achieve better socio-economic outcomes through increasing spending on human capital. To achieve this vital goal, the GoE aims to create the fiscal area necessary to generate spending that fosters growth in a way that has a positive effect on socio-economic outcomes.
This PER analyzes the adequacy, power and equity of public spending in the human development sectors (social assistance, pensions, schooling, higher education and health). It examines the characteristics of creating a fiscal area through the reduction of inefficient and unnecessary spending in those sectors and the expansion of the have an effect on existing resources. From an equity perspective, the RDP examines how public resources are distributed among revenue source teams and/or geographic regions, and how system-wide reforms can reduce inequalities in spending and outcomes.
Based on a fiscal effect, the distributional effect of possible fiscal measures and other policy adjustments is simulated to count the reform agenda. The RIP also provides recommendations for dealing with demanding situations of public monetary control on a variety of issues that cover investment sources, budgeting procedure and medium-term planning.
The report is divided into 3 volumes, adding a faithful one to the executive summary. Volume I provides a review of the macroeconomic and fiscal context, followed by a detailed investigation of public spending on social assistance and pensions. Volume II deals with public spending on education, higher education and health.
