1. An original Red Cross document accrediting his detention must be presented every three months, and an updated document must be presented in the case of a prisoner who is in custody.
Prisoners who are entitled to a monthly salary from the Palestinian Authority are those who have been imprisoned for acts of terrorism, as specified in the “Law of the Palestinian Authority on Prisoners and Released Prisoners No. 19 of 2004”:
“Prisoner: any user incarcerated in the profession’s prisons (i. e. , those in Israel) for their involvement in the fight against the profession (i. e. , the Palestinian Authority’s euphemism for terrorism). . . (7) (1) The Authority shall pay to each prisoner a sum of monthly salary (ratib) to be decided by regulation.
The Palestinian Authority demanded that the Red Cross provide the imprisoned terrorists with bureaucracy as proof of their imprisonment and enshrined it in Palestinian Authority legislation and regulations. As a result, the Red Cross is a central cog in facilitating terrorism bounties.
Additional rules on the Palestinian Authority reveal that the Red Cross is very active in the process. They demand a first step by the Red Cross and a minimum of four years per year for prisoners until the end of their trial and sentence.
The same regulation of the Palestinian Authority requires that this vital form be provided through the Red Cross, that of the notarial force. Through this form, terrorist prisoners can designate a user who will open a bank account for them or obtain terrorist rewards on their behalf:
Article Five – Power of Attorney: (3) The authorization of a representative shall be granted by means of a power of attorney issued through the Red Cross signed by the detainee, or by a private power of attorney signed by the inmate and qualified by a lawyer of the Ministry and through the General Directorate of Legal Affairs of the Ministry.
The last line of this regulation is of specific importance. He said the Palestinian Authority would use legal force through the Red Cross for a single goal: to facilitate the monetary praise of terrorism.
Red Cross documents also play a central role in securing jobs within the Palestinian Authority for released terrorist prisoners, as set out in the Decision of the Government of the Palestinian Authority – 2006 on the Regulation of the Law on Prisoners and Released Prisoners – Regulations to Guarantee Jobs to Released Prisoners”:
Article 3: A released prisoner shall have the right to be guaranteed employment in any of the ministries or apparatuses of the Palestinian Authority, if the following situations are met:
The Decision of the Government of the Palestinian Authority No. 15 of 2013 – Regulations to guarantee jobs to released prisoners were enacted to update the previous regulation of 2006, but the role of the Red Cross remained the same:
Article 4: Fixed salary
The Red Cross’ core role in the Palestinian Authority’s terrorism bounty program was demonstrated in December 2023, when the Palestinian Authority issued the following announcement:
“Honorable relatives of the prisoners, please submit a Red Cross document for those who have not been convicted and whose names appear below; (a list of tracked names – edit)
a Red Cross document accompanied by a new administrative [detention] order for administrative detainees;
and a Red Cross document with a sentence for those convicted.
In addition, the PLO’s Committee on Prisoners’ Affairs issued the following:
“The relatives of the prisoners whose names appear in the index must provide documents signed by the Red Cross. With all due respect. “
The document is a list of prisoners from the Palestinian Authority’s Hebron district whose era of eligibility to receive Palestinian Authority terror salaries would end in December 2023. Next to the prisoners’ names is written “Bring a new Red Cross document” or “Bring an administrative certificate [of detention]. “]. ] document with the [signature] of the Red Cross.

How the Red Cross incites terrorism
In 2018, Israel passed the Law on the Deduction of Allowances Paid to Palestinian Prisoners and Families of Martyrs from Palestinian Income, which defines such salaries of terrorists as “economic incitement to terrorist activity. “The law penalizes the Palestinian Authority for paying stipends to Palestinians. terrorists and their families by ordering Israel to withhold monthly transfers of tax benefits it collects on behalf of the Palestinian Authority.
By facilitating these payments, the Red Cross makes it possible to “provide an economic incentive for terrorist activity”.
The Palestinian Authority’s policy of paying salaries to imprisoned terrorists, adding murderers, has been universally condemned by Western governments. Unaware of this, the International Committee of the Red Cross chose to play a central role in providing these bills to terrorists. As can be seen above, the Red Cross actively ensures that terrorists get their salaries and thus plays a vital role in inciting Palestinian terrorism. It is the Palestinian Authority itself that defines a document provided through the Red Cross (among many others) as “the document that we have established in our [prisoners’ rights] regulations as the main document,” to facilitate the bills. Whenever a Red Cross representative brings bureaucracy to the Palestinian Authority as a stopover for terrorists, the Red Cross allows “economic incitement to terrorist activity. “
The Red Cross has been under fire since October 7 for its lack of initiative in helping Israeli hostages in Gaza. This PMW report makes it clear that while the Red Cross has no problem being complacent when it comes to the well-being of Israeli hostages, the Red Cross is proactive in being complicit in rewarding Palestinian terrorists.
The Israeli government has been grossly negligent in enacting laws that, on the one hand, reduce the salaries of terrorists and, on the other, allow the Red Cross to blatantly facilitate those illegal salaries.
The Israeli government, which has suspended Red Cross visits to imprisoned terrorists, will have to convince the Red Cross that any long-term visit depends on the Red Cross’ commitment not to provide the Palestinian Authority with any means that would allow terrorists to earn salaries from terrorists. It will have to further prohibit anyone, including lawyers for incarcerated terrorists, from prosecuting on behalf of terrorists any way that would allow them to obtain those illegal terrorism tickets, and, if necessary, enact laws to prohibit it.
