Public input sought on proposed lease for Hilltop administrative site

The Hahns Peak/Bears Ears Ranger District USDA Forest Service is a public opinion on the proposed lease for the Hilltop administrative site in Steamboat Springs. The assignment would authorize a lease to the City of Steamboat Springs for the construction, operation and maintenance of housing. for low-income workers.  

The 8. 47-acre Hilltop property, located on Hilltop Drive, just east of U. S. Highway 40 in Steamboat Springs, was acquired through the Forest Service in 1995 as part of a land swap, with the goal of building administrative offices on the parcel. No administrative facilities were built and the company decided that we would not want to do it in the future.

The Forest Service subsequently decided that the Hilltop parcel could be leased under the Agricultural Improvement Act of 2018. The City of Steamboat Springs was presented with the required right of first refusal and they accepted the opportunity to lease the parcel. property.

The City of Steamboat Springs, in partnership with the Yampa Valley Housing Authority, has submitted a progression proposal to the Forest Service for a source of income-restricted workforce housing at the site. The proposal seeks approval for the structure of up to 84 apartments of various configurations, including one, two and three bedroom units.   Apartment rental rates will be decided based on the income source levels of the residents.  

An evaluation of the price of the land will be carried out, for which the United States will be compensated. Reimbursement will likely be in the form of “in-kind consideration,” particularly sets that will be provided for rental to Forest Service painters. that paints locally. The Forest Service has requested up to 15 sets for permanent painters and up to 12 beds for seasonal painters. The remaining kits will be manufactured for eligible members of the local paint force.  

The lease would be issued subject to notable existing rights and mandatory reserves to the federal interest in the parcel.  

It is expected that resolution on this proposal will likely be documented in a resolution and categorical exclusion note, in accordance with 36 CFR 220. 6(e)(3): Approval, modification, or continuation of special uses requiring less than 20 acres of NFS. land.   Market research has concluded that the maximum and fairly foreseeable use of the Hilltop site is a low to medium density multi-unit residential progression and/or a mixed-use progression.
