Nomadic Education Commission, vendors embezzle N290 million fund for elegance projects in Kano State

By Elijah Ojonicko Akoji

Six document corporations were used through the Nomadic Education Commission to divert N290 million, and two of the corporations are owned by the same people. back to 2016, two years before the existing projects were conceived.

Four years later and after the payment of more than N290 million to the corporations that decided to adopt the project, the beneficiary communities have not yet looked at any of the classrooms.

The elegance projects were awarded to 6 contractors S. A. T Engineering Service LTD, M. Sulum Nigerian LTD and Emacs Engineering Consultant. The others are Pyramid Investment, MGK Global Service LTD and Haitel Nig LTD.

Cumulatively, the 6 corporations earned around N290 million in the first tranche, for the structure of the classrooms. However, almost 3 years after collecting the amounts, WikkiTimes can authoritatively report that the planned beneficiary communities have not yet noticed anything on the ground.

The communities that will gain advantages from the elegance assignment are Bauni, Karshi and Kanwa in Karaye, Fulatan, Zagon Gulya and the Jiyayia local government area in Ajingi, as well as Garo and Ungwan Wusama in the local government areas of Ajingi and Kabo.

Others are Falgore, Jangefe and Sabon Kwara in the Doguwa local government area, as well as Tsaure, Mamargu and Sanakur in the Bichi local government area.

The others are Dandago and Galandachi in the Gwale local government area, as well as Kafin Argur and Burji in Madobi LGA.

Data from the Commission’s website, Nomadic Schools and their location, revealed that the last set of schools built through the company in Kano State in 2016. These are the schools built at Kakinda in Rano, Komawa and Y/Dalla Fulani in Warawa, Tukwane, K/Yardan Fulani, Dalawa, Kan Iyaka, T/Kano, L/Gada in Takai, Dogari in Rogo and Digawa in Gabasawa, as well as Chezawai in Bebeji local government areas.

Reality check

For example, in the 3 communities of Karaye LGA (Bauni, Karshi and Kanwa), WikkiTimes can hint at any of the planned projects, as the discussed elegance blocks boldly carry the insignia of the state government or universal basic education.

Sani Aliyu, the leader of the Karshi community in Karaye LGA, told the outlet that there had been no such assignment in his community.

“I was a district leader even before this administration took office. The only thing we have had is the renovation of the old number one and secondary schools through the state government. We didn’t have a new design through the commission you just mentioned.

“We are nomads, and nomadic school has been built here unless it is a shaded construction that we cannot see. Possibly you would have to stop by and communicate with the principal or principals of the schools, you know one, at your level. Aliyu said.

Mal Umar Dan’Sarki, who retired from Karaye local government as coordinator in 2020, reports on the state of LGA schools.

“The local government of Karaye has more than 30 number one schools and all those schools, I must say, were built through the state government. The new constructions were carried out through the Commission for Universal Basic Education (UBEC) in 2019 however, they were only used in 2021 due to school closures due to Covid in 2020,” Umar said.

For the Zango-Gulya network in Ajingi LGA, villagers said they were hearing about the allocation for the first time.

Salisu Gazali, the chairman of the neighborhood development committee, whose leadership has overseen Ajingi LGA’s projects, denied the wisdom of the structure of an elegant block allegedly through the Nomadic Education Commission.

“There are only 3 nomadic schools in the whole of Ajingi, those schools have even been taken over and controlled by the state government, they are new buildings, they have been there for more than 15 years. “

“These nomadic schools are situated around the Kano Jigawa border due to the influx of Peuhl migrating from Niger and settling on the border side,” Gazali added.

For the network of Jangefe and Sabon-Kwara in Doguwa LGA, nomadic citizens who denounce the lack of quality education and the growing attacks by kidnappers in their communities from the Folgore Forest, deplore the negligence of the government over the years.

WikkiTimes observed that more than 1,000 young people in those communities have to struggle with just one block of 2 study rooms in their non-unusual number one school.

Hauwa Zubairu, in the Jangefe network, regrets that her young people have to walk several kilometers to reach their school in the city of Doguwa, headquarters of the LGA.

“We are typical farmers and Fulani who rely on breeding farm animals. We have lived in the hope that the government will help us build at least one block of classrooms here, to help our children stay close to us. “

“Salisu Dauda, the leader of the network, revealed how they had been contacted so that there would be a new block of study rooms in their network. “I won a call in 2019 from the local government, that other people will come to safe land. for the structure of a high school for us, so it was good news for us, I called other actors in the network and informed them, they prepared the floor for us and we never saw anyone,” Salisu said.

“I’ve been looking to call the tap ever since, and the number wasn’t available afterwards, so I gave up, and I wish I could locate the number,” Salisu added.

While in Bichi LGA, Sanakur’s network runs the same fate. Sanakur, a border network with Katsina State, which is usually a hub for immigrants from Niger and Katsina States, also faces the same oblivion in the nomadic commission component, is captured as a beneficiary.

Muhammad Abubakar, the leader of The Sanakur network, denies any such assignment that has been built into its network and explains that the school in its network is owned by the state government and managed through the local government’s education department.

“This number one school, the ‘Sanakur Primary School’, has been built for 20 years, since then there has been no number one school here in Sanakur, for high school, our young people walk miles to continue secondary education,” Abubakar said.

In Kano Central, Suleiman Baba Ali, Dagachin Dandago in Gwale LGA revealed that their network had noticed or even heard of such a nomadic school project.

“Sometimes when we hear how the government has helped us on the radio, we wonder if there are any other Dandapass networks in Kano State, but unfortunately there are none yet, even in this one. In this network, there is no indication of nomadic schools. as requested; we only have one number one school a few kilometers from here where our young people pass. Please go back and tell the government that we don’t have the school they claimed to have built for us,” BabaAli said.

In Kafin Argur’s network in Madobi LGA, Ismail Jibril, the leader of the network, was surprised to learn how his network would have benefited from the naira multi-billion dollar schools through the nomadic commission.

“Kwankwaso, built the maximum of schools here, I am not looking to do a crusade for anyone, telling the truth, you have to call calls. So I don’t know when the Commission you discussed built school blocks for us here. There is no nomadic school in this community, we only have one number one LGA school,” Jibril said.

How marketers got paid

Two companies, same managers, locations

Records from NG-Checks and the CAC Trade Affairs Commission show that Mr. Sulum Nigeria LTD and Haitel Nig LTD belong to Alhaji Surajo Marshal, as they both have the same directors.

Those of M. Sulum Nigeria LTD and Haitel Nig LTD include; Alhaji Surajo Marshal, Ibrahim Surajo Marshal, Sani Surajo Marshal, Sadiq Surajo Marshal, Yusuf Surajo Marshal, Khairat Surajo Marshal, Fatima Surajo Marshal, Zainab Surajo Marshal and Surajo Surajo Marshal, all from either company.

According to their main points of registration at the CAC, M. Sulum Nigeria LTD, Haitel Nig LTD and S. A. T Engineering Service LTD operate from the same location, Hotoro in Kano State, a few meters away.

While M. Sulum Nigeria Ltd claims to operate from No. Nine of the Hotoro Kano Eastern Detour Road, Haitel Nig LTD is located at No. 214 Mohammadu Vice Adamu Hotoro GRA Road.

In the same vein, S. A. T Engineering Service LTD operates from 30 Sabara Avenue Hotoro GRA Kano.

WikkiTimes’ to addresses claimed through corporations revealed that all locations are residential, even long before corporations were established.

There is no tactile data from those corporations available online; because there is no website, emails, phone numbers or social networks of any of the companies. The reporter may have no way to touch them; this is all the more annoying by the fact that the layers of those claiming to work are still fictitious.

For Haitel Nig Limited, the company has been registered as a hotel and hotel company, transparent evidence that the company is qualified to be awarded the contract.

WikkiTimes can locate any domain of specialization for M. Sulum Nigeria LTD because its profile on the CAC portal specifies any type of company.

These two companies, M. Sulum Nigeria LTD and Haitel Nig LTD, earned a total of N60,451,227. 04 million from the commission as first installments of the same date.

When this media outlet visited the premises of the fourth company MGK Global Service LTD, which claimed to operate from Suite 3 on ground floor 12/133, it informed the CAC, it learned that the front was occupied by Standard Constriction Limited.

According to Saidu Jakada, staff member of Standard Construction Limited, “MGK are just the initials of Muhammad Garba Kauga, my colleague and staff member of Standard Construction Limited, left the company and created his own MGK Global Service LTD, I don’t know anything about him or where he lives. Jakada said.

Commission withholds information

“They prevented us from talking to journalists. I’m afraid I can’t answer any of your questions. I will recommend you to the director of the Kano State Nomadic Commission under the State Council of Universal Basic Education, he can provide you with pertinent information,” Saeed said.

Knowing that this school assignment is an assignment from the federal government, one will wonder why a zone director refused to speak and referred the journalist to a state principal.

Musa Wada, state director of the Kano State Nomadic Education Commission as a component of Kano State Universal Basic Education, said the projects were complete, but declined to provide additional information.

“The task was executed Musa told the reporter, however, if you need more main points about the task, please go to the headquarters of the nomadic commission that executed the task, they will provide you with more main points,” Wada said.

Emails, calls, text messages and data requests sent to the Commission’s headquarters in Kaduna State went unanswered a month later.
