Multi-sectoral panel to draft Oman’s hydrogen-focused energy policy

A national master plan for the energy transition is being finalized

A broad roadmap has been drawn up for the progression of a new energy policy, backed by an effective regulatory framework, to drive the long-term expansion of a hydrogen economy in the Sultanate of Oman, a key official revealed on Tuesday.

Abdulaziz bin Said al Shidhani, who recently appointed head of the new Directorate General of Renewable Energy and Hydrogen in the Ministry of Trade and Industry and Investment Promotion, said the historic training reaches several ministries and actors in the electricity sector.

Addressing a forum on “Green Hydrogen Perspectives,” jointly organized through the Public Utilities Regulatory Authority (APSR) and the Sustainable Energy Research Center (SERC) at Sultan Qaboos University, Al Shidhani said a high-level committee will soon be established under the auspices of the Ministry of Energy and Minerals to oversee the effort.

The Ministry of Finance, the Ministry of Economy, the Omani Investment Authority (OIA), the Public Authority of Special Economic Zones and Free Zones (OPAZ) and the Ministry of Trade, Industry and Investment Promotion also participate in this venture, he said.

Significantly, a national energy transition master plan is nearing completion, the director-general said. The master plan includes seven key objectives: energy efficiency, renewable energy generation, sale of new embodied energy solutions, focus on capture, use and garage (CCUS) as a decarbonization solution, creating foreign hydrogen markets, promoting local hydrogen use opportunities and optimizing fuel monetization.

Several key establishments in the energy sector have also contributed to the effort to formulate a new hydrogen-focused energy policy for the Sultanate of Oman, Al Shidhani said. Led through the Ministry of Energy and Minerals, this effort also APSR, the electric energy sector, OQ Group and Oman Vision 2040.

Once the general policy objectives of the new energy policy have been agreed, the relevant ministry will be responsible for proposing policies and methods in line with the overall objectives. Other tasks, such as regulations and certifications, will be distributed among the corresponding entities within the government, he said.

Part of the mandate of the new steering committee, Al Shidhani said, is to enable immediate decision-making and facilitate transparent cross-sectoral collaboration. His main day-to-day work will cover six key objectives: the formulas of applicable laws, regulations, policies and strategies. , evaluation of investments, renewable energy concessions and urban planning, the review group, the status quo of Hydrogen Development Oman as a state-owned company and the creation of a new national database for new energies, he added.
