Russian forces shelled a nine-story residential building in the city of Kharkiv, leaving a total of nine injured and one dead, adding a 75-year-old woman who died of her injuries, reports Kharkiv Governor Oleh Synyehubov. Russia is proceeding with its artillery crossing over the city in what some see as arrangements for a new offensive in the region. A dozen missile movements were reported in Kharkiv in one day.

German Chancellor Olaf Scholz responded to calls from some EU member states to impose a bloc-wide ban on the issuance of visas for Russian citizens, saying that while there is room for debate across Europe over the ban on Russian tourist visas, it is vital not to complicate the lives of the kremlin’s warring parts to flee Russia. While many EU members have called for the advent of the measure, it is unlikely to be implemented across the bloc due to opposition from prominent members such as Germany and France. Vital for us is that we perceive that there are many other people fleeing Russia because they do not agree with the Russian regime,” the German leader said after a meeting with Nordic leaders in Oslo on Monday.
