Ministry outlines plans to make Oman a global hydrogen hub

The government seeks to attract foreign direct investment (FDI) in the green hydrogen sector

Muscat: The Ministry of Energy and Minerals is designating a tank to promote Oman as a hub for the production and export of green hydrogen, a senior ministry official said.

“It will evaluate and examine existing law similar to the sector, investment and its suitability with the aim of stimulating opportunities in the sector. It will also seek more laws and, if necessary, pass special legislation to make Oman a global hydrogen blank. “hub,” said engineer Abdulaziz Said Al Shedhani, the ministry’s director general of renewable energy and hydrogen.

He added that the government will attract foreign direct investment (FDI) in the green hydrogen sector, adding that there is a smart call for investment.

The ministry is running to unify efforts with other applicable parties for investments, appropriate policies, laws and regulatory framework for this important sector, Al Shedhani added.

Key Resources Oman seeks to be a major player in the production of green hydrogen, thanks to the presence of key resources for its production, adding solar and wind energy and sufficiently good land.

“With Oman’s extensive experience in energy production and export, the country is now positioning itself (in the sector) due to its strategic location and centrality to markets, global industry routes and relationships around the world. All of this will go a long way in making the Sultanate of Oman a hub in the production and export of green hydrogen,” he said.

Aware that a partnership is needed for this goal, the Ministry of Energy and Minerals created in August 2021 a national alliance for green hydrogen (under the Hy-Fly brand) to position Oman on the green hydrogen production map.

The alliance includes thirteen leading public sector establishments and staff that will facilitate the local production, transport, use and export of hydrogen in line with Oman Vision 2040 energy diversification plans.

On the thirteenth of March 2022, His Majesty Sultan Haitham bin Tarik issued instructions, while presiding over the assembly of the Council of Ministers, to push forward the regulatory procedures of the green hydrogen sector and expand the legal and policy frameworks for the expansion of this sector, the allocation of technical sites, the refinement of studies thereof and the creation of a direction related to blank energy and energy. of hydrogen within the organizational chart of the Ministry of Energy and Minerals, as well as the creation of a corporate to expand this sector.

Hyport Duqm Project The Director General of Renewable Energy and Hydrogen of the Ministry of Energy and Minerals said that there are several existing projects in this box that are in the stages of development.

Among the allocations of the Sultanate of Oman at the moment is the allocation of Hyport Duqm for the production of green hydrogen.

This is one of the strategic projects developed in partnership between the OQ Group and the Belgian DEME Group.

The assignment of Hyport Duqm is planned in the chosen force in the Duqm Special Economic Zone (Sezad) on a domain of about 150 square kilometers where a wind power plant and a solar power plant with a joint capacity of 1. 3 GW will be established, expanding stages.

The Hyport Duqm assignment government has completed the installation and operation of 4 wind masts for meteorology and two solar weather stations on site.

The step aims to ensure Duqm’s promising and distinct outlook for the year in the picture of solar and wind energy production, and then begin the status quo of a green hydrogen and green ammonia production plant.

The allocation is part of Oman’s strategy to expand Al Wusta governorate in general and Sezad in particular, as well as contributing to Oman Vision 2040’s renewable energy aspirations and goals.

The allocation will play a leading role in accelerating the speed of allocations and investments in Sezad and will inspire several to transfer to environmentally friendly energies.

In the first phase of the project, a green hydrogen production plant with water electrolysis generation with a capacity of 500 megawatts will be in the Duqm area.

This plant will generate 330,000 tons of green ammonia per year. The project, which is expected to be operational until 2027, will meet global demand for green hydrogen.

In the next stages of the project, the chain will evolve and expand so that the Duqm domain becomes a hub for green hydrogen production in the Sultanate of Oman and the region.

The ammonia production plant of the Oman Investment Authority (OIA), ACWA Power Saudi Arabia and Air Products have also signed an agreement for the joint progression of the Oman Hydrogen allocation to identify a green hydrogen ammonia production plant in the Sultanate of Oman.

The parties agreed to identify the joint investment allocation in the Salalah Free Zone and supply it with the newest technologies identified in this box and the integration of cutting-edge renewable energies from solar, wind, garage and hydrogen production, the electrolysis process, nitrogen production through air separation and green ammonia production.

An official from the OQ Group said the Sultanate of Oman has the natural potential and functions of solar and wind power to be one of the largest countries in the world to attract green hydrogen projects and operate green industries, in addition to the presence of specialized Omani executives. . , local businesses and fashion technologies capable of locating those projects.

He explained that the use of green hydrogen in the industrial, logistics and infrastructure sectors is a key catalyst for investment.

He added that there are strategic investments in the Sultanate of Oman in this sector.
