MANILA, Philippines – People who have been exposed to COVID-19 and have symptoms may be forced to go through quarantine tests and mandatory samples, Justice Secretary Menardo Guevarra said Sunday.
“As a general rule, a user will be forced to perform a swab test, even if it is free, if that user has not been exposed to a user who is positive for COVID and has no symptoms of the disease,” Guevarra said.
Guevarra also noted that “moral persuasion” may be more effective than “threatening others with prosecution if they refuse to be tested opposing their will.”
“Health care professionals are in a better position than anyone to show the public the benefits of voluntary testing, especially if the government presents them with a loose index,” he said.
Tiangco said Navotas had a higher testing capacity at 2,200 depending on the day, but about 1,300 benefited from the loose swab test.
