A big issue on the table. But Richard Fox was unable to locate the personnel he needed to carry out this mission.
In the summer of 2021, Foxmark Corporation, a traditional graphical, metalworking, and woodworking company in Katy, Texas, secured a large order from a Fortune 500 customer. Its production facility in Houston needed 40 more employees to complete the job, but it couldn’t bring in potential staff for an interview.
“It’s the strangest thing I’ve noticed in my career,” Fox said. “We couldn’t do it with anybody. “
As the company struggled to find a solution, a colleague at Fox recommended that he try what he had done: open a local operation in Matamoros, through The Nearshore Company, a company committed to helping companies find production solutions in Mexico.

Within six weeks, Foxmark was up and running across the border. “It was a blind religion in the sense that we didn’t know what we were getting into,” Fox said. “I was amazed. “
As corporations seek to satisfy their desires for hard work and diversify their supply chains, some recommend that it’s a good time to look at Mexico as a solution, given the country’s neighboring position with the U. S. and its low labor and shipping costs.
For some manufacturers, nearshoring, or transferring responsibilities to a contractor in a neighboring country, is the way to deal with growing trade uncertainties. For decades, U. S. corporations have resorted to offshoring to cheap hubs, such as China.
However, given that the Trump administration imposed price lists of up to 25% on U. S. corporations for goods imported from China, which the Biden administration has maintained, corporations would possibly be financially motivated to move their operations elsewhere, especially those that are under a flexible regime. industry agreement.
“People have started to wonder if this kind of putting all your eggs in one basket with China as the factory of the global is the most productive technique for the total outsourcing industry,” said Thomas Osang, an associate professor of economics at Southern Methodist University.
Companies often outsource services for cost-cutting purposes, Osang said. “The list goes on,” he said.
Although Texas has a higher unemployment rate of 4. 1% than the rest of the country at 3. 9%, the hard labor market is still tight by old standards.
Mexico has particularly lower production hard-labor costs than China, according to data compiled by Osang. The average salary for production and device operators in Mexico is less than US$5,000, while in China it is closer to US$15,000. The United States is one of the most beloved and empowered countries for this workforce, with salaries above $30,000.
In an argument for diversifying source chains, some companies might adopt a style known as China Plus One, which refers to the strategy of avoiding investing all business in China, but complementing paintings in other countries where companies are low-cost, such as Vietnam or India.
To cater to the North American market, the transportation charge favors Mexico over China, Osang said. The cost of shipping a container from China to Seattle is approximately $4,800, and to Chicago, $8,800. The cost of shipping a container from a Mexican country from a border facility to a nearby distribution center in Texas costs about $250, according to Osang.
These Dallas-Fort Worth corporations take advantage of the relative proximity to the border, and some Mexican corporations already see D-FW as a strategic business ally. More than one-third of all Mexican investments in the U. S. are based in North Texas. such as dairy company LaLa US, snack maker Taki and Chips Barcel USA, and Coca-Cola bottler Arca Continental.
Geopolitical dangers and price lists worry commercial homeowners who are contemplating moving their production sites overseas, said Jorge Gonzalez Henrichsen, director of business progression and co-CEO of The Nearshore Company.
“What we’ve learned from the pandemic is how fragile this mode of operation is, especially in certain sectors like healthcare, military equipment and semiconductors,” Gonzalez Henrichsen said.
As corporations seek to locate shorter routes of origin after being burned by foreign tensions and unforeseen disruptions to the prestige quo, there is also an industry and a country that is in the injection of foreign investment.
When Pia M. Orrenius, vice president and senior economist at the Federal Reserve Bank of Dallas, recently visited Laredo, the enthusiasm for inbound investments was palpable, she said.
“Everybody’s waiting for the nearshoring boom,” Orrenius said. “They need to make a lot of infrastructure innovations and replace a lot of things to accommodate what they think is a huge increase in traffic and industry between the two countries. “
Experts say that if Latin America, and Mexico in particular, wants to take advantage of offshoring, the country must take a strategic strategy and prioritize policies that increase its competitiveness as an investment destination. This includes focusing on logistics infrastructure, rule of law, progression, and security measures.
Violence and drug trafficking pose enormous demands that Mexico and its profile as a safe trading partner pose, said Mexico’s ambassador to the United States, Esteban Moctezuma Barragán. The Mexican government has been in talks with the U. S. government to address the issue, either by the source and asking for an opinion, he said.
“If we fall into the game of accusations, the ones who would be very satisfied are the drug traffickers,” Barragan said.
There is apparent skepticism about offshoring in Mexico, with some business leaders rolling their eyes at the long-standing promise yet to come, while others hope for its possible success.
High-profile developments may lead some to conclude that offshoring is on the right track, such as Tesla’s planned $5 billion investment in Mexico. Uber Freight estimates that from 2022, more than 450 corporations will have to establish themselves in Mexico.
But if that were the case, said Luis Torres, senior economist at the Federal Reserve Bank of Dallas, it would be reflected in Mexico’s foreign direct investment. This investment remained largely strong between 2015 and 2022, according to Federal Reserve data.
Tesla has yet to begin construction of the factory, raising some concerns as northern Mexico awaits the nearly $130 million project. The company’s founder, Elon Musk, said in October that he was hesitant to build the production plant due to a stormy economic outlook.
The U. S. has traditionally accounted for nearly a portion of Mexico’s foreign direct investment, and U. S. corporations will inject $15 billion into the Mexican economy in 2022, according to the Federal Reserve. This year, Mexico has overtaken China as the country’s largest trading partner. In the four months of the year, the industry between the two countries amounted to $263 billion, according to the U. S. State Department.
While China accounts for about 1% of Mexico’s foreign direct investment, according to the Federal Reserve, the country has particularly higher investment and is the fastest-growing source of foreign investment in Mexico.
Mexico’s consul general in Dallas, Francisco de los Angeles Torre Galindo, said it’s time for the U. S. and Mexico to take full advantage of their geographic proximity economically.
“It’s not about competing with Mexico,” said de los Angeles Torre. “It’s about building things together. This is what we haven’t done before, and now we want that to be the importance of nearshoring.
Companies already doing business in Mexico are expanding their capacity by adding production lines, purchasing new gadgets and creating jobs before making investments in new factories and facilities, Torres said.
The EE. UU. se Chamber of Commerce partnered with market research firm Ipsos to survey 105 production corporations in a variety of industries about global supply chain issues and investment plans.
When asked about their long-term production plans, of the companies that have recently done business in Asia, 28% indicated that they plan to move some or all of their production out of Asia. 58% of respondents said no.
“While offshoring continues and is expected to continue, these effects imply that there appears to be a mass exodus of the productive sector from Asia,” the report says.
Business leaders raise explicit considerations about relocating their operations to Mexico. These include force generation, land and commercial spaces, as well as law enforcement and cultural and language barriers. Although China first posed some challenges, the immediate improvement of its transportation system, infrastructure, and professional workforce have allowed it to temporarily become the world’s factory. In recent years, slowing population expansion and the average rating of the country’s global source of income have made China a less successful destination in terms of hard work and costs.
Historically, U. S. corporations resorted to reshoring and then moved toward offshoring. Offshoring is a more recent phenomenon, Osang said. For example, Ford began building the Model T in Michigan. The automaker opened its first production facility in Dallas in 1914 before starting a larger plant. in Mexico City in 1935.
There was a shift between the years 1990 and 2017, when U. S. corporations turned to offshoring, driven primarily by the reduction of industrial barriers. China and Russia have joined the World Trade Organization, and shipping boxes have become larger and more efficient, as have the ships themselves. Osang said. Fuel prices at this time were also lower.
All of that replaced around 2018, Osang said. It was followed by the COVID pandemic, supply chain disruptions, and then the war in Ukraine. Concerns about the theft of intellectual assets have also been a long-standing problem. according to the International Trade Administration, which recommends that corporations operating in China take action and enforce their rights to intellectual assets.
“The issue of supply chain resilience has a major problem,” said Alejandro Nieto, president of Net Global Enterprises LLC, an operations and strategy consulting firm. “That’s why corporations are probably looking to alleviate the demanding situations they face when moving goods. “From China to the United States, Mexico’s geographical location is therefore a privilege in this regard. “
Since Fox had traditionally only produced in Houston, it was hesitant to move its operations across the border due to visitor demand. But compared to its competition that ships products from overseas, Fox said, post-pandemic, Foxmark has the edge over the old ones. and new consumers because there’s no risk of stock getting stuck in a shipment.
The shipping time for products from China to the United States can be up to 3 weeks, while between the Mexican border and any destination in the United States it is one to two days.
“Customers are fed up with the home chain’s excuse,” Fox said. “There were definitely problems with the chain of origin, but it’s kind of a hidden excuse to say we can’t locate the workers. “
