Most projects are schedules and require a review of the deadlines

Despite the government’s efforts to prepare for the megaproject structure, progress remains slow due to the coronavirus scenario in Bangladesh.

Every day on an average 3,000 people are being infected with the coronavirus in the country.

Meanwhile, many foreigners interested in mega-assignments had returned to their respective countries. However, many of them have already returned to work. Bangladeshi staff who left homework due to previous public holidays also returned to work.

Government officials said high-level foreign engineers, experts and others may return once flights have been scheduled, which is unlikely to occur if the coronavirus scenario cannot be controlled.

In many cases, structure paintings are made on a limited scale while maintaining a social distance.

Awami League Secretary-General and Minister of Road and Bridge Transport, Obaidul Quader, said: “The government has taken all measures to drive the structure of megaprojects.”

“Priority projects are gaining momentum because measures to protect workers’ fitness have already been provided by the government,” said Quader, a key government decision-maker.

The minister made the video message on Thursday.

According to the Finance Division, the government is expected to implement 1,500 projects under the Annual Development Program (ADP) in fiscal year 2020-2021. However, it will suspend investment for 30% of projects that were rated as a lower priority to save money.

Of the remaining 70% of projects, 30% will have a top priority, while 40% will have a moderate priority this year due to the pandemic.

The Padma Multipurpose Bridge, Padma Bridge rail link, subway, Chittagong-Cox Bazar rail link, Rooppur nuclear power plan and 1,200 megawatt Matarbari coal power plant will be the priority. With the exception of Padma Multi-Use Bridge, all of these projects are supported with foreign aid.

These six projects are the subject of special follow-up through the running organization for accelerated projects. Only part of the overall allocation of Tk30.855 million rupees in the revised ADP for fiscal year 2019-20, which is Tk17,459crore, was spent until May 31 of this year.

This means that paintings in maximum megaprojects will be finished on time.

The Economic Relations Division (ERD) recently prepared a progress report that has already been sent to the Prime Minister’s Office, showing the slow progress of megaprojects due to the pandemic.

Padma Multipurpose Bridge: According to the Accelerated Advance Report, Tk4,014crore assigned in the revised ADP, however, only Tk2,870 million rupees spent until May, meaning that the amount of paints that was planned is not yet complete.

The overall progress of the task is 79.50%, while the progress of the main bridge is 87.50% and the progress of river education is 72%.

The task must be completed on time, according to the progress report.

Mohammed Belayet Hossain, secretary of the Bridge Division, told Dhaka Tribune: “The construction paintings continued amid the pandemic, although it was less than expected.”

“Now foreigners have more commonly joined paintings and the task is gradually progressing. But it will not be imaginable to complete the paintings until June next year. Therefore, the deadline wants to be revised,” he added.

Metro: Construction of the subway allocation was suspended in March after the government announced a public holiday.

Although the structure resumed at the end of May, it is visual in the deposit areas. It will begin to grow from next week when paintings resume in public spaces between Mirpur and Motijheel.

Authorities said the maximum Chinese workers on the allowance remained in Bangladesh during the holidays. In addition, Japanese and Thai engineers and experts were gradually returning.

The government assigned Tk4 326.73 million rupees in the revised ADP. However, only Tk2,325.31 million rupees spent until May.

A total of 45% of the task is completed. 68% of the structure of the deposits has been completed and 71.09% of the structure of the paintings of the stations between the north of Uttara and Agargoan has been carried out.

Padma Bridge Rail Link Project: The assignment manager spent only 1,298 crore Tk until May, the assignment is 3,297.4 crore Tk. Infrastructure progress is 24.43% and monetary progress is 30.52%.

Engineer Golam Fakruddin A Chawdhury, the assignment director, told Dhaka Tribune: “Although paintings of structures continue in the middle of the pandemic, it has been slow. But now he’s making progress because the maximum of them has returned to his duties.”

Bazaar and Ramu-Gundam of Chittagong-Cox, Myanmar, a dual-track address at the border: the government had allocated 1,135core Tk in the revised ADP, while 909 Tk million rupees had been spent until May. Infrastructure progress is 39% and monetary progress is 26.65%.

Nurul Islam Sujan, Minister of Railways, said the assignment of Rail Link Bazaar in Chittagong-Cox had been suspended on the holiday, which had led to the snail’s progress. On the other hand, the Padma Rail Link assignment worked slowly.

“Both projects are being prepared,” he told the Dhaka Tribune.

Matarbari 1200 Megawatt Ultra Super Power Plant: The government allocated 3.225 million Tk rupees to the RADP, while 3,201Tchrome spent. Infrastructure progress is 29.75% and monetary progress is 33.32%.

Rooppur nuclear power plan: this is the government’s allocation in terms of funding.

The government allocated 14,846 million Tk rupees in the revised ADP. However, 7873 Tk million rupees were spent until May. The monetary progress of the allocation is 25.04%.

Yeafesh Osman, Minister of Science and Technology, said the structure is progressing despite the pandemic. But now the paintings have accelerated with the return to paintings of painters from Russia, Germany and other countries.

“About 10,000 workers, adding premises and foreigners, are on the projects. Everyone works according to fitness guidelines,” he told dhaka Tribune.
