SINGAPORE: Singapore and Malaysia have finalized cross-border arrangements through the Reciprocal Greenway (RGL) and the Periodic Travel Agreement (PCA), and any of the programmes will be open to programmes next Monday (10 August).
The PCA will allow citizens of Singapore and Malaysia or permanent citizens (PR) who have long-term immigration passes for advertising and professionals in the other country to enter the country for work.
The other cross-border programme, the LGL, is for citizens of Malaysia and Singapore who wish to make short trips of up to 14 days for professional and official essential purposes.
For those who have to travel for professional reasons, we have compiled a list of questions based on data published through the government so far.
Q: How can Malaysian citizens/permanent citizens with paintings enter Singapore to apply for PCA and when can they return home?
A: According to the PCA, citizens of Malaysia and public relations with a valid paint pass in Singapore must remain in Singapore for at least 90 days before returning to Malaysia to leave home. People eligible to apply will want to have the following passes: Task Card, EntrePass, Custom Task Card, S Pass, and Paint Permit. The pass must be valid for at least 15 days from the date of access to Singapore.
Problems of entry and exit between Singapore and Malaysia will have to be through land crossings: Woodlands Checkpoint or Tuas Checkpoint.
Upon entering Singapore, travelers under this program must present a 7-day Home Residence Notice (NHS) and perform a COVID-19 swab check. The worker must remain in the declared accommodation of the NHS for at least 7 days from the date of access to Singapore and have a negative check for COVID-19, depending on the last of those contingencies. Once the worker has served the NHS and his COVID-19 check is negative, he or she can start working.
Singapore-based corporations wishing to apply for the PCA for their workers may submit their programs from August 10 at 12:00 p.m. CorpPass.
Employers may decide on an access date within 60 days of their application. All programs will be processed on a first-come, first-served basis. Employers must apply at least 7 days before their workers enter Singapore.
Q: For citizens of Malaysia/Public Relations who have entered the Singapore PCA, what are some of the fitness protocols involved?
A: After immigration, workers must take their own transportation. These come with motorcycles, personal buses that only bring Malaysian passengers serving SHN, or taxis and personal rental cars directly from the immigration checkpoint to the reported SHN accommodation. They must not prevent the trip at any other destination.
If driven, workers will have to be transparent to the driving force they are serving an NHS. The worker will not have to take public transport or report a taxi while serving the NHS.
People in HHS will only be allowed to leave their accommodation to move to the designated check center for COVID-19 swab verification only on the swab date and time, with transportation restrictions.
The worker or employer will cover the worker’s accommodation prices for the HSS and COVID-19 check after his arrival in Singapore, a subject for the existing needs of the Ministry of Human Resources.
Q: For Singapore/PR citizens with paint rental in Malaysia, how is the CPA procedure different?
A: The minimum duration of access and output issues are the same.
Persons eligible to apply for a PCA must have a long-term visa for business or paintings in Malaysia.
Employers may ask their workers to enter Malaysia through the MyTravelPass online app at least 10 business days prior to the date. Employers must also provide a letter of appointment and a copy of the passport when submitting the application.
Meanwhile, according to physical fitness protocols explained through the Malaysian Immigration Department, workers will be subject to a modified 7-day home tracking order (HSO).
They will also need to adopt COVID-19 control through antibody control kits at the end of HSO and will be released from HSO if they test negative. Travellers will also need to subscribe to the MySejahtera app, developed through the Malaysian government to manage the COVID-19 outbreak and search for contacts across the country.
These travelers would possibly also apply for an exemption for their NHS and their permit in short-term homes in Singapore, after spending at least 90 days running in Malaysia.
According to the Singapore Immigration and Control Points Authority (ICA), the goal of Malaysia’s PCA passes is to allow Singaporeans and public relations to return to Malaysia after leaving their homes, to continue their business or work. Instead of NHS, the go backee will go through a COVID-19 sampling check upon reaching the Woodlands checkpoint or Tuas checkpoint in Singapore, in charge.
Q: How can a Singapore resident apply for RGL to Malaysia?
A: All nationalities who are legal citizens in Singapore and will have to enter Malaysia for a mandatory business and for official purposes can apply for the LRGL. This will be approved based on singles access.
Unlike the PCA, where workers can only do so through land crossing points, other people entering the other country through RGL can also do so by air. As a result, Singaporeans can also fly to Malaysia via direct flights and enter through Kuala Lumpur International Airport (KLIA), KLIA2 and Penang International Airport.
The maximum duration is 14 days. Travelers must present and adhere to a controlled itinerary for the duration of their visit.
Before departing Singapore for Malaysia, the Malaysian traveler’s government company or company will submit the application on behalf of the applicant. This must be done at least 10 days before the date of travel. The promoter must also provide a traveler’s certificate to certify that the traveler has tested negative for COVID-19 through a swab made within 72 hours of departure.
The documents required for the online application are a copy of the ler’s passport, an invitation letter, an itinerary for the length of stay, evidence of hotel accommodation and a declaration of aptitude and history.
Upon arrival in Malaysia, the traveler will be transferred to their accommodation through the shipping provided through the sponsor or government agency. Travellers must also subscribe to the MySejahtera mobile app and make a COVID-19 swab at the access point or 24 hours after arriving in Malaysia.
If the result is positive, the traveler will get the mandatory medical remedy from the Malaysian government. If the check is negative, the traveler can continue the controlled route.
Q: Is the procedure another for Malaysian citizens applying for an LRR to enter Singapore?
A: All legal citizens in Malaysia, who will have to make a single and short-term entry to Singapore for professional and official purposes, can apply for the GLR.
Similarly, travelers will have to pass a swab within 72 hours of departure.
Malaysian residents wishing to go to Singapore for a business or short-term official through the RGL must be hosted through a corporate or government company in Singapore.
The host company can self-sponsor and apply for a SafeTravel pass on behalf of the traveler, either through a sponsored government agency.
When the SafeTravel Pass application is approved, a letter of approval will be sent to the corporate or government company sponsoring by email within 3 business days.
With this letter, an approved applicant who has a passport with a visa can apply for a visa for Singapore through the same channels above at least 4 business days prior to departure.
If the applicant already has a valid visa, the visa suspension will be lifted when the SafeTravel Pass is approved and the traveler will want to apply for a new visa.
For travelers entering Singapore by air, they are encouraged to pre-register and prepay the COVID-19 swab before entering Singapore. Pre-registration and prepayment can be made on the online portal and travelers must pay around S$300 for the check upon arrival at the airport.
For travelers entering Singapore by land, travelers will make payment at the control stations located in Woodlands and at the Tuas checkpoint. Only PayPal cards or invoices are accepted. Travelers expect to pay around S$200 for the check upon arrival at ground checkpoints.
Q: Are exam or recreational purposes allowed through PCA or RGL?
A: No, the PCA and the RGL are not intended to facilitate the movement of academics or tourists across the border. SafeTravel Pass is only issued to travelers on business trips and official short-term travel. These passes are not applicable to tourists.

On 26 July, Singapore Foreign Minister Vivian Balakrishnan said the two countries faced situations that allowed others to travel between Singapore and Malaysia for compassionate reasons, such as visiting family members with health problems or attending funerals.
He said this category of other people moving across borders on a “much smaller scale” and that the government was preparing agreements to facilitate this. However, no major points have yet been announced.
