With the war in Ukraine, Spain and Portugal were hopeful that Midcat fuel connections could be used to help struggling EU countries wean the bloc from its dependence on Russian fuel. The proposal was supported by German Chancellor Olaf Scholz.

Sanchez and Macron said the three leaders will meet Dec. 8-9 in Alicante, Spain, to finalize the project, which will qualify for EU funding.
