Harris also falsely claimed in an economic crisis loan application submitted to the Small Business Administration that Oregon had annual gross revenues of more than $859,000 and 10 employees. Prosecutors said Harris won a $10,000 down payment that he wanted to be repaid and $149,900 in proceeds from the loan.

The paycheck hedging program amounts to billions of dollars in repayable small business loans for Americans suffering due to the COVID-19 pandemic. The cash will need to be used to pay employees, interest on loans, rent and utilities. It is a component of the coronavirus relief program that became federal law in 2020.
