The Federal Executive Board, FEC, approved 8.49 billion nars on Wednesday for the acquisition of 12 coronavirus fabrics through the Nigerian Center for Disease Control, NCDC.
The Minister of Health, Dr. Osagie Ehanire, this through informing the correspondents of the House of Representatives at the end of the virtual meeting of the Council chaired through President Muhammadu Buhari in the Council Chamber, Abuja Presidential Villa.
The Minister, who submitted a note on behalf of the NCDC, stated that the acquisition of the tissues was intended to prepare for the COVID-19 pandemic that plagues all regions of the world, Nigeria added.
According to him, “This note is the result of the Presidential Working Group against the COVID-19 Pandemic and the COVID-19 Special Response Fund controlled through the Presidential Working Group, which allocates these resources to the development of ncDCs.
“Therefore, we acquire the control devices directly from the curtain samples from other diagnostic kits in our laboratory systems, so that they respond well to the transmission phase of the network.
“We have already planned to have at least one pattern collection center in local government, at least 774 and those resources will be needed to make an excursion to the 774 local authorities, to ensure that other people living in rural spaces and small towns are not excluded.and make sure that not only big cities are taken care of.That’s the basis of the memo.
“The position is 8.490 million nars to acquire the pieces in question. There are a total of 12 pieces, the quantities in question are giant numbers that will be sent later.”
In answering questions about non-compliance with Covid-19 protocols in ongoing Edo state governance campaigns, Dr. Ehanire said there is little to do, as the law requires elections to take an stand at an express time.
He said that while it is rarely imaginable to comply with protocols, at other times it may not work.
However, it pleaded with Nigerians to review compliance with the NCDC guidelines.
He said: “There is nothing in the laws, the law says you have to make a choice at a certain time and then practice what your fitness desires have presented.”
“No one expected COVID-19 and INEC and the Ministry of Health they face to emerge is not unique to Nigeria, as many other countries face such problems.
“Just a few days ago, Belarus held presidential elections because its statute gives them a deadline in which it will have to take place.Other countries have held elections. Some have challenged elections based on how each country assesses its own risk.”
“And in Nigeria, where the infection rate of cases is low compared to other countries, which is around 2%, overall it is almost 4% and then the weight of case distribution is not equal.”
“Some states do not have this maximum infection rate and others have maximum infection rates. Therefore, the benefits must be weighed, if it can handle the threat, because that is the threat of opening the sky, the borders, going to churches, mosques, markets: a lot of communication about the threats we face.
“But there are things that don’t want to be like football games where other people can pile up in the stadium. It can be said that this can wait, it is not mandatory. In the churches where it’s most organized, if that’s the case., then you pray at home.
“For the market, we gave you tips, make sure you put on a mask and make sure it’s fixed so you can see the crowd.
“The same recommendation is given to politics and in some spaces it is complicated as in the case of funerals. We have given the number of other people who can attend or even get married.
That is why the same opinion is given to all political parties, to the organizers and we are for them because of the sense of obligatory duty to fulfil.
“But it’s also hard to start since, for other people who are under the excitement, they really attach the instructions and scenes like the ones you described. But in places of worship and other types of meetings, they follow the guidelines.
“Then this scenario in which you balance what the letter says and then start applying things in which other people will read the meaning.”
Speaking also of the factor, The Minister of Information and Culture, Alhaji Lai Mohammed, said: “In fact, this factor was raised at the last PTF briefing, and the coordinator said that we will continue to advise social estating regardless of the meeting.
“It has been shown that dressing in a mask saves many lives and we will continue to insist that others assume their non-public responsibilities.
“We conduct our verbal exchange with subnationals, governors and presidents of local governments because.Everyone has to take on non-public responsibilities.
“So our rules remain the same: dressing in a mask, avoiding massive meetings, maintaining social distance, maintaining very intelligent hygiene, washing hands, using hand sanitizers because, at present, there is no vaccine or medicine that cures COVID.”If everyone says wearing a mask is an inconvenience, let them take a look at a fan, they know that.
“We are all opinion-makers and other people take what we say, they are not the ones who went to the crusade in Edo or those who went to bury Kasamu.
“It’s so sad that one of my colleagues said he went home and wore a mask and they think he’s the one with the problem.
“In some parts of the country, they say that anyone who wears a mask has COVID-19, they don’t have it, so I think we deserve everyone to take on a non-public responsibility.”
In addition, at a briefing for journalists, Environment Minister Muhammad Mahmood said the council had approved the National Plan of Action for Gender Equality on Climate Change, which he said aimed to integrate gender into the climate replacement action plan.
He said: “Women who bring the biggest burns, it means that we will take special steps to make women worry about climate action activities from the beginning, design, development, implementation, monitoring and evaluation of projects.
We will also involve women in the decision-making process. We will also seek to make women attracted to climate replacement problems and also in spaces where women are predominantly involved, such as agricultural activities.
“Seventy consistent with per cent of agricultural activities involve women, so some of the preceding areas of the Gender Equality Action Plan are agriculture, forestry, health, water and sanitation, energy, transport; and the same specific spaces are also the spaces that raise the assembly of our indexes.
“This is the decided national contribution to the Paris Agreement. This means that, through these sectors, we can reduce emissions in Nigeria and therefore develop our indices as we committed to the Paris Agreement.
Nigeria has committed to accepting its emissions by 20% this year, which we have achieved. Also in the same agreement we have committed to achieving a 45% reduction in emissions until 2030.
“But this time, Nigeria will want the help of foreign organizations or the foreign network in general to meet this commitment.
Once again, the preceding areas of the General Plan of Action on Gender Equality are agriculture, forestry, health, water and sanitation, energy and transport.Civil society organizations, universities, foreign organizations and this era will all be part of the Gender Equality Action.Plan.”
Information and Culture Minister Alhaji Lai Mohammed, who made a presentation on behalf of Mine and Steel Development Minister Adegbite Olamilekan, said Olamilekan had told the Council that lack of confidence had hampered the sector when investors left the country due to double taxation.
Mohammed said the FEC had to ask the finance minister to deduct the cash from the source of the states involved in double taxation.
He said: “The Honourable Minister for Mine and Steel Development today presented a memorandum that largely aimed to seek board approval to address the major demanding situations facing the mining industry.Among the demanding situations facing the industry, according to the minister, there is a lack of confidence in some parts of the country.
“In the northwest of the country, mining is suspended by the activities of bandits and kidnappers. The industry also faces the challenge of a clash between safe players, classic leaders.
“In addition, the minister explained that the double taxation factor pushes many investors out of the country.
He also referred to some of the past government’s decisions in mastery of the storage of explosives used in mining.Previously, the position that any minor wishing to use explosives for mining had to buy them at army barracks or police facilities.
He then requested a special exemption to build special amenities in at least one of the country’s geopolitical areas. He also complained about extortion, the position of the Community Development Agreement and the challenge of many illegal minors.
“But at the end of the day, what the board approved for him and what we will have wonderful success in and, in fact, we will reposition the industry is that: the board pointed out that lack of trust and illegal mining had resulted in a massive waste of money.
“But the council has ordered the National Security Adviser (NSA) to create a special unit domiciled in the Federal Capital Territory (FCT) in Abuja, coordinated through the Office of the National Security Adviser (ONSA) to conduct selective and proven illegal operations of the country’s mining sites.
The Council also told the Office of the National Security Adviser to facilitate the structure of central outlets (special garages) in geopolitical spaces in the country for mining purposes, such as storing explosives in army barracks in certain parts of the country that are extremely harmful.and the creation of a remote tracking center for those explosives.
“The Council asked the Minister of the Interior and the Nigerian Content Development Council to work strongly with the Honourable Minister for Mine and Steel Development.
“On the double taxation factor, where mining corporations are taxed through local and state governments. Two decisions have been made. The first is that the Council ordered the Minister of Finance, Budget and National Planning to deduct from federal accounts the allocations he claims to disadvantage the federal government from Nigeria’s income due to the position of illegal taxes and levies on mining corporations in their states.
“In other words, if a state engages in double taxation, you impose illegal taxes on a well-registered mining company, and the government is informed, the Department of Finance will deduct that cash from its allocation.
“The goal is to be careful not to scare investors, whether local or foreign. This will be a long way to reassure investors that Nigeria is in a position to invest now.”
The National Economic Council (NEC) has also been asked to interact with governors and make them perceive that states may participate in mining as legal entities.
“In other words, states can sign up corporations and participate in mining, but they can’t come as subnational governments because the law is very clear. The federal government has the exclusive right to exploit and manage all mineral resources. These are the key approvals that the Minister of Mine and Steel Development received at his memo.
