He said in a Facebook post that the government would also file an invoice for new allocations on Monday, the third of this year, to reallocate resources to the measures it announced on August 17 to provide greater assistance to businesses and workers.
Parliament will discuss the invoice and these measures, which amount to an invoice of about $8.
Heng, who is also Minister for Economic Policy Coordination and Minister of Finance, said his ministerial meeting next week was intended to provide context for the debate.
“In the face of the deep uncertainty that awaits us, we will continue to adapt and chart a normal path,” he added.
In his message, he said Singapore had fought Covid-19 on all fronts over the past nine months and that nearly $100 billion, more than 4 budgets and a new August circular, had engaged businesses, staff and households.
“Our collective efforts as a country have paid off so far. Now we’re seeing little network transmission, but we’ll have to stay alert.
“We are gradually reopening our economy in some way. But there is a lot of uncertainty to come and many other people are naturally concerned about their jobs,” he said, adding that the announcement of the new measures had provided much-needed certainty for businesses and workers.
Key measures announced include changes to the Employment Support Program, which is helping employers fund up to 75% of the first $4,600 in gross monthly wages paid to local workers for 10 months through August this year.
The measures raise wages through March next year, depending on how temporarily each sector is expected to recover.
The most affected aerospace, aviation and tourism companies, which earned 75 cents of salary, Array earned 50 cents of salary over seven more months.
The surrounding sector will get 50 percent assistance for two more months, before being reduced to 30 percent of wages paid through March next year, in line with the slow resumption of structure activities.
Most other sectors will get 10% for seven more months, however, the sectors that are doing well, such as biomedical sciences, monetary services, data communications and technology, will get this amount until December.
Heng will deliver his ministry to Parliament on Monday at 1:30 p. m. , the Ministry of Finance announced.
