COVID-19: Gbajabiamila, that of African speakers for debt cancellation

The Speaker of the House of Representatives, Femi Gbajabiamila, and some heads of African parliaments say there is an urgent desire to push for the cancellation of the continent’s debt from multilateral and bilateral partners.

African speakers will also seek to advance Africa’s timetable for progression on and off the continent along with government executive arm and African regional institutions.

The virtual assembly attended through the Excma.Tagesse Chafo, President, People’s House of Representatives, Ethiopia, Mr. Aaron Oquaye, President of Parliament, Ghana, Mr. Justin Muturi, President of the National Assembly, Republic of Kenya.

Other Mr. Donatille Mukabalisa, President, Chamber of Deputies, Rwanda and President Moustapha Niasse, AFP, President, National Assembly, Senegal.

He also stated that the coronavirus epidemic (COVID-19) had exacerbated the for the continent, given the socio-political and economic consequences of the disease.

“We all agree that Africa’s debt burden has an existential risk to our societies, our economies and in the long term, and we want to do something about it and treat it as a priority across the continent.

“That is to say that the burden of debt service, in relation to spending on education and fitness, for example, is a risk to the stability and progress of our continent, especially in the era of COVID-19.

“When we have to make possible political choices between paying debt or saving lives, we know that anything is moral.

“As representatives of our democratically elected people, we cannot remain silent, we will have to talk and act.And the time has come to act,” he said.

He added that we had to think about the processes that led to Africa’s heavy debt and the role that parliamentarians could play in addressing them.

He also said that presidents and heads of parliaments deserve the assurances they, as parliamentarians, can give their borrowers if their debts are canceled, adding that the resources released would be invested in the social and economic progression of citizens.

“If we need debt cancellation, we will need to be able to convince borrowers that cancellation will save lives and livelihoods across the continent, and we, as presidents and heads of our parliaments, will make sure that this is the case,” he said.Said.

On the desire to create the President’s Pan-African Conference, Gbajabiamila said that collective efforts to deal with the demanding situations facing the continent have been timely.

Approving any of the initiatives, Mr. Tagesse Chafo, President of the Ethiopian People’s House of Representatives, said that while almost every government on the continent had tried to request debt cancellation, this does not prevent parliaments from contributing to efforts on a platform like this..

Meanwhile, Mr. Aaron Oquaye, President of Ghana’s Parliament, said the debt burden is necessarily an unusual challenge on the continent, with upside African countries having to rely on external loans to bring out their national budgets.

However, he noted that the president’s group, in its efforts to push for debt cancellation, will have to be able to convince creditors of duty if they hoped to succeed.

“Donors are interested in responsibility because they are baffled by the factor of corruption, and we want to give confidence and that’s why the speakers’ convention is critical,” he said.

Mr. Justin Bedan Muturi, President of the National Assembly, Republic of Kenya, also expressed his wish for the initiative, adding that the coronavirus pandemic had fully undermined African economies because situations linked to maximum loans had been eroded by the consequences of the pandemic..

For her part, Donatille Mukabalisa, president of the Rwandan Chamber of Deputies, noted that African countries were already dependent and heavily burdened by loans even before the pandemic.

However, he added that the organization must be transparent about the type of debt it seeks to settle and with which partners.

While President Moustapha Niasse, AFP, President of the National Assembly of Senegal, regretted that the pandemic has adversely affected all the continent’s economies, he warned that the prospects of forum members on how to resolve debt-defaulted unrest deserve to be consulted.

“We want to be convinced that we have a task to do in parliament,” he added.

It also agreed that a statement would be issued in the first week of September, while the crusade for the implementation of the action plan would also begin in the same week of September.

According to the forum, the 3rd week of September would be faithful to the plans for the elaboration of the 2021 convention through the secretariat.

Although Nigeria would host the first edition of the CoSAP chaired by Gbajabiamila, the new framework is expected to meet in the first week of September to approve the plans and take action.
