SINGAPORE: A new business pass is being tested for some Singapore-based executives that will allow them to fulfill their daily professional work abroad.

Travellers using the pass must stick to a strict itinerary and comply with public fitness measures, the Ministry of Health said Wednesday (September 23).

The pilot initiative is underway and the government has already begun issuing these new business organizational passes to manage risk.

Here’s what you want to know:

1. CAN I APPLY FOR THIS PASS?

The pass is not open lately for programs, as the program is still in its pilot phase; instead, limited numbers are issued for those who meet the criteria.

According to GoBusiness’s website, the government and economic agencies identify a list of senior executives in Singapore with daily jobs abroad or regionally traveling for official and professional purposes.

Approval is also given if the government is convinced that the individual will meet strict public fitness needs and guarantees.

GoBusiness stated that prior identification of travelers through economic agencies allowed the government to heavily monitor those Americans and temporarily touch them in case the ticket price parameters were adjusted.

DO THESE TRAVELERS HAVE TO SERVE A NOTICE OF STAY AT HOME?

Upon returning to Singapore, these travelers will go through a service and stay-at-home polymerase chain (PCR) reaction check. These Americans will have to isolate themselves until the effects of the check are published.

In order to restrict the potential threat to public health, GoBusiness stated that only a small number of travel passes will be issued in the pilot phase.

According to existing measures, users can already perform a PCR check before departure instead of performing a home check on the Singapore-China fast track and arriving in Singapore from Brunei and New Zealand.

3. WHAT PROTOCOLS SHOULD I HAVE NOTE OF?

People with this business pass should stick to a strictly controlled itinerary when traveling for work. They will be asked to submit an itinerary of their meetings and activities, a list of places where they scale, and data about the contacts they find.

Before returning to Singapore, they must complete a physical fitness report to verify that they have no symptoms and have not found anyone inflamed with COVID-19.

Upon arrival in Singapore, they will pass a PCR check at their expense and will have to isolate themselves until they get a negative result.

GoBusiness also stated that these users deserve to use TraceTogether and avoid all public shipping bureaucracy within 14 days of their return. Those who violate those fitness protocols will be removed from the pilot and their card revoked.

4. CAN PASS HOLDERS SEE?

Senior managers will be able to travel to other countries because this business passport is not country-specific, however, travelers must comply with all measures imposed through the countries they visit, as this travel card does not update any foreign restrictions.

Lawrence Wong, co-chair of the multi-ministerial operation group, said Wednesday that the reciprocal bilateral greenway would also apply.

Singapore recently has cross-border agreements with China, Malaysia, Brunei, Japan and South Korea. He also said he would start talks on a reciprocal greenway with Indonesia.

5. WHEN DO WE KNOW IF THE PILOT IS SUCCESSFUL?

Lately there is no constant schedule for the pilot business pass program. GoBusiness stated that public fitness remains the priority and that careful monitoring of this pilot is mandatory before new decisions are made.

The government will expand the program safely and calibrated if the pilot is a success and public aptitude measures are fully met, he said.
