The rules are derived from the “Protocols for the Reopening of Early Learning Centres in Dubai” developed through the Government of Dubai and published Wednesday on a compromised website of the Dubai Human Knowledge and Development Authority (KHDA).
KhDA’s website says: “Only legal ELCs through KHDA will need to comply with the protocols.
