Perhaps the bigger question is whether those quiet weeks are being put to good use.

Particular considerations were expressed about the slowness of the public fitness system to implement a competitive testing regime and its over-reliance on personal clinics.

Internal correspondence from the Department of Health, seen via the BBC, reports that considerations are developing about mismanagement and disorder within the state system, specifically in relation to slow testing.

But those considerations are offset by building confidence in the government’s “evidence-based” approach to the pandemic and fostering signs of formal and constructive cooperation between the state and the private sector.
