The Permanent Representative of Azerbaijan to the United Nations (UN), Yashar Aliyev, has sent a letter to the UN Secretary-General concerning Armenia’s ongoing aggression opposing Azerbaijan, Trend reports.
The letter states that on 12 July 2020, the Armenian armed forces, severely violating the rules of foreign law and heavy artillery and mortars, launched an attack on the Azerbaijani district of Tovuz.
In the following days, the densely populated villages of Aghdam, Dondar Gushchu and Alibeyli in Tovuz district were bombed, the letter says.
As a result of Armenian aggression, a 76-year-old resident of the village of Aghdam, Aziz Azizov, died. In addition, 12 infantry soldiers and officers of the Azerbaijani armed forces were killed and many Azerbaijani citizens were wounded. Severe damage to civilians. tovuz, ” wrote the representative of Azerbaijan.
The charter states that the goal of these malicious movements of the Armenian armed forces is to enlarge aggression, take the heights on the territory of Azerbaijan and thus create a risk for Azerbaijani colonies, as well as to strategically vital oil and fuel. pipelines, adding those in the vicinity of the army climbing area (at a distance of 15-25 and 10-12 kilometers south of the fuel room and the Baku-Tbilisi-Kars railway.
“With this act of aggression, Armenian leaders seek to divert the attention of the Armenian public from the worsening economic, monetary and political crisis in Armenia through the coronavirus pandemic (COVID-19),” the letter reads.
Armenia’s attack on Azerbaijan was carried out after provocative statements and movements through the Yerevan official opposed to Azerbaijan’s sovereignty and territorial integrity, Aliyev said, adding that it is sufficient to revise some of these statements, which are striking examples of the UN’s consistent competitive policy. member state.
He edited that in 2013, Armenian Defense Minister Seyran Ohanyan, when asked if the Armenian armed forces can simply attack first, replied as follows: “I dismiss anything, because the doctrine of the use of armed forces to protect the country has contemplated a number of measures, both defensive and preventive.”
Aliyev also recalled that former Armenian President Serzh Sargsyan, in his August 2014 interview, threatening to launch small-diversity ballistic missiles in Azerbaijan’s major cities said: “Azerbaijani leaders are well aware of the resources that can be held in the arsenal of armed Armenians. They know very well that we have at our disposal effective ballistic missiles with a diversity of more than three hundred kilometers, which can turn any filthy and rich colony into ruins like Aghdam.”
On 21 September 2017, the former chief of staff of Armenia, Lieutenant General Movses Hakobyan, admitted that “we want more territories to ensure the security of our republic”, reads in the letter from the representative of Azerbaijan to the UN.
The letter also quoted Lt. General Levon Mnatsakanyan, leader of the Armenian occupying forces at a press convention on 24 July 2018, and threatened to launch missiles at Azerbaijan’s civilian infrastructure and said: “This is a component of our tactical plans. In general, during a resumption of hostilities, the ability to carry out combat operations requires attacking those targets, as well as the army’s objectives. This will damage the enemy’s economy and save you a good enough source of armed forces. I don’t see the desire for that yet … However, if there is a desire to achieve those goals, we will not hesitate for a second.”
The author of the letter also refers to the fact through Armenian Defense Minister David Tonoyan on 30 March 2019.
“As Minister of Defense, I say that it was I who presented the territory format in the call to peace. We will do the opposite, a new war for new territories. We will get rid of this scenario, the scenario of a consistent defense, and we will admit in the army joints that can fight in enemy territory,” Tonoyan said, reads in the letter.
Two days before the July 12 attack, Armenia followed a new national security strategy. This strategy showed the policy of aggression and annexation, the letter underlined. In a telephone interview with the non-public representative of OSCE Chairman-in-Office Andrzej Kasprzyk on the 13th of July 2020, the day after the attack, Armenian Defense Minister David Tonoyan threatened to take new positions.
The extra charter states that even the devastating consequences of the COVID-19 pandemic have prevented Armenia from making armed comets.
“It is transparent that Armenia supports the CALL of the UN Secretary-General for a global ceasefire and his adherence to that call is a lie,” the letter reads. “Without a doubt, Armenia’s purpose is not to save those in need and alleviate their suffering, but to make their policy of aggression and annexation greater.”
Instead of the people for peace, Armenia’s current leadership continues the policy of annexing its predecessors in words and deeds. With the recent escalation, Armenia is wondering the format of the negotiations and halting the peace process, violating foreign legal norms and principles, distorting the essence of UN Security Council resolutions and other documents on the agreement of the conflict,” Aliyev said.
The letter also stated that, with provocation, Armenia prolonged the profession of the Azerbaijani territories, consolidated the presence of the Armenian army in those territories and made them demographically, culturally and physically converted.
“Such movements have nothing to do with a non-violent and agreed settlement of the confrontation,” the diplomat wrote. “Azerbaijan has drawn the attention of the foreign network to the fact that Armenia’s continued aggression and illegal presence in the occupied territories of Azerbaijan are the main reasons for the war and the repeated escalation of the on-site confrontation.”
“We affirm that Azerbaijan, as a country suffering from the profession of its territories and the forced reunion of thousands of its citizens, is very interested in a swift and long-term agreement on the conflict,” Aliyev said.
“However, Azerbaijan will wait passively with its arms crossed. Azerbaijan will respond adequately to provocations and violation of the ceasefire caused through Armenia,” the letter says.
Azerbaijan’s armed forces, in order to repel Armenia’s recent armed attacks, have taken the mandatory countermeasures to ensure the safety of the country’s population, neutralizing the shots and points of the Armenian side, forcing them to prevent acts of aggression and an attempt to take the stage under control, the letter said.
“The determination and courage of Azerbaijan’s armed forces have once demonstrated that Azerbaijan will tolerate the violation of its sovereignty and territorial integrity, it will be reconciled with the profession of its territories,” Aliyev wrote. “Unlike Armenia, Azerbaijan acts exclusively within the framework of the right of self-defence in accordance with the Charter of the United Nations and foreign legal practice.”
It would be desirable once again that aggression and its military consequences are a solution to confrontation and will never lead to the political effects that Armenia seeks, it is read in the letter.
The agreement of confrontation is only imaginable on the basis of the rules and principles of foreign law with full respect for Azerbaijan’s sovereignty and territorial integrity. Azerbaijan does not take into account what is imaginable for the outdoor shock of this framework and participates in the agreement procedure on the basis of this concept,” the diplomat concluded.
