Armenia plans to create a foreign intelligence agency, as well as reactivate an Interior Ministry, which governs the Armenian police and migration services, among others, government officials said Tuesday.
The plan to identify a foreign intelligence firm was announced through Armenia’s national security chief, Armen Grigoryan, who spoke at parliamentary hearings about the status quo of an internal ministry.
“The Armenian government is implementing large-scale reforms with our political team in Parliament. One of them is the reform of the police, the next is the reforms of the Ministry of Defence and the armed forces. As a component of those reforms, we plan to create a separate foreign intelligence agency,” Grigoryan said, adding that discussions related to the creation of the new structure have already begun.
Grigoryan claimed that since 2018, the government has initiated a procedure of “democratization of the security field, which is from the point of view of expanding security, stability and capabilities. “
He also said that as a component of this restructuring process, the Armenian police as well as the Ministry of Emergency Situations will be incorporated into the Ministry of Internal Affairs.
“During the sessions of the Security Council, there are issues similar to the Ministry of Emergency Situations, or the purposes of this Ministry regarding the defense sector,” Grigoryan explained, adding that the Ministry of Emergency Situations is not represented in the Armenian. National Security Council.
“Now these reforms also create power because the Minister of the Interior, as the framework that coordinates policy and purposes in the emergency picture, will have the opportunity to participate in the Security Council in the policy-making procedure and in terms of challenge. resolve,” Grigoryan said.
The national security chief said the proposed reforms will have a more positive effect on the overall democratization process in Armenia.
Armenian Justice Minister Arpine Sargsyan also addressed the parliamentary session and said that bringing together key structures under one roof will allow for better use of resources and promote a common technique for things.
Sarkisian said the Home Office will enforce law and order, investigate and save crimes, as well as serve as a crisis threat manager. It will also be guilty of administering the State’s reserves.
The new ministry is also expected to oversee citizenship and migration issues and run the passport and visa service. At the same time, the police chief and the head of the rescue service will be deputy ministers, according to Sargsyan.
After independence, Armenia’s Ministry of Interior became a tool of the Levon Ter-Petrosian government for dissidents and opposition forces. His infamous minister, Vano Siradeghyan, was wanted through Interpol and possibly lived in exile. He died last year and was buried in Armenia. .
