The involvement of a third witness by the cremation raised through Justice Secretary Menardo Guevarra, following the death of some high-level inmates in the New Bilibid prison by COVID-19, whose identity has been questioned through the public.

“The challenge or difficulty lies with the Department of Health on site, so we will have to ask and coordinate. But his ngayon is the health services directorate nakikipag-ugnayan na po ang,” Chaclag said.

He explained that BuCor had also originally wanted to tap third-party witnesses for the cremation to ensure transparency on the identities of inmates being cremated, but cited difficulties on the availability of such witnesses.
