3 new sites with more than 4,000 in Oman

Tenders have been submitted for the construction of new buildings

The government is about to complete the distribution of plots for 23,000 applications, Dr. Khalfan al-Shueili, Minister of Housing and Urbanism, told members of Majlis Ash’shura, as he unveiled the ministry’s plans on Sunday. The Minister highlighted several issues such as public housing policies and urban plans, a review of the reality of land reconstruction and collaboration with the private sector. Work is underway to prepare a draft amendment to the land registration formula, as well as the Housing Law and the Urban Planning Law,” he said, indicating that they will be referred to the Oman Council.

The ministry also plans to expand the National Integrated Residential Neighbourhood Initiative “Sorouh” by proposing 3 new sites of more than 4,000 housing units. It also plans to offer 10 more sites in governorates this year.

El Dr. Al Shueili said 4 out of five plots went to represent 78 percent of the beneficiaries, he said. buildable residential land.

The Minister’s areas included five main areas: general housing and urban planning policies; a study on land reconstruction in the Sultanate of Oman; the objectives of the Ministry during the era of the X Five-Year Plan 2021-2025, the role of the Ministry within the projects and programs of important sectors within the framework of the X Five-Year Development Plan 2021-2025; and collaborative projects with the personal sector for the cooperative housing system.

The Minister of Housing referred to Royal Decree 42/2021 on the concession of public land and the rest of the opinions expressed by certain segments of society on its objectives. He said the Ministry has addressed those perspectives by reading them objectively and sharing them with the applicable government to uncover the maximum observations.

Regarding virtual measurements, Dr. Al Shueili said that the ministry has made significant progress in achieving virtual readiness by launching several virtual platforms, adding the built-in platform, Amlak; real estate development platform, Tatweer; Geographic Information Portal Platform, Gio Oman; Internal correspondence system, Salasa and service platform “Choose your Land” for the granting of residential land. The minister said: “The ministry is taking various measures for built-in, timely, effective and high-quality sourcing. These measures come with the strengthening of decentralization in parallel with the implementation of the comprehensive virtual transformation plan, expanding the powers granted to CEOs in all areas, reviewing service rates and engineering procedures, strengthening the alliance with the personal sector and raising unified service issues.

“Tenders have been issued for the construction of new buildings for the Directorates-General of Housing and Urban Planning in Al Dhahirah governorates and southern Al Sharqiyah,” he said.

 

He added that the ministry, in the real estate sector and as part of its plan to offer more stimulus packages, has reduced the % of fees for land sale transactions from 5% to 3%. As a result, the number of transactions reached more than 205,000 from 2021 to April this year, with an advertising price exceeding RO 3. 2 billion.

 

The Ministry has also provided land in usufruct, the largest of which is for food security projects which, in achieving progression objectives, have a qualitative price and constitute an aggregate price. of usufruct with constant royalties per object and two hundred usufruct agreements by tender, distributed in all the governorates of the Sultanate of Oman. This contributes to achieving economic sector-like goals and is a component of the government’s integration efforts aimed at sustainable expansion in accordance with the frameworks established through the urban strategy,” he explained.

 

In addition, one of the ministry’s goals is to distribute residential land according to an approved method that takes into account gradation in the specified number of distributions to ensure the effectiveness and potency of the “Choose Your Soil” platform after building a link with the government agencies in question. “In this context, the distribution of nearly 8,000 residential lots ended in mid-June,” said Dr. Al Shueili.

 

The ministry has also reviewed and in approximately 35,000 programs to deliver and sign in homes from 2020 to April 2022, while more than 27,000 programs are focused on the next phase.

 

“Among the achievements is the granting of 1,259 housing grants worth RO30 million in 2021. The recent Royal Orders to bring the housing grant plan to life with RO70 million over the course of 2021. of the existing five-year plan will cover only about 2,800 programs and exempted 1,836 instances of housing loans, for a total amount of more than RO33 million.

 

In addition, there are plans to expand the National Integrated Residential Neighborhoods Initiative “Sorouh” through the proposal of 3 new sites for more than 4,000 homes. There is also an initiative to tender ten sites distributed in the governorates this year,” the minister confirmed. .

 

 

He explained that due to the suspension of the housing assistance program since 2015 and with a view to processing the housing loan program, the ministry is working with the relevant government to agree to move the program to the Housing Bank of Oman to facilitate the decision-making procedure on the programs. The ministry showed that the programs retain the right to seniority and registration checks and that the government will continue with this program.
